Arma 3's published server requirements come as a single minimum/recommended pair rather than a ladder of player tiers:

That covers a clean install. The same guide adds about 1 GB of RAM per 10 extra players — a hosting figure, not an engine specification — and mods push it higher.
Clock speed matters more than core count: the server documentation notes that only one or two threads carry most of the processing, that spawning 50 AI units does not create 50 threads, and that faster CPU core speed is what counts, since AI numbers do not scale easily.
On slots the official FAQ is direct: no technical hard limits, and typical scenarios cater for 2 to 64 players. The engine default is 64; the effective ceiling is the lower of that and the mission's own slot count.
The server is a separate, free Steam application (appID 233780) published for Windows and Linux, so it does not consume a copy of the game: the Steam account used to download it does not need to own Arma 3.
It does need a real Steam account: anonymous SteamCMD login is not accepted for this application. Because keeping personal credentials on a game host is a security risk, the documentation recommends registering a fresh account with no purchases on it for this job.
Linux players can join through Proton, but not on BattlEye-enabled servers until they install the Proton BattlEye Runtime tool from the Tools section of their Steam library.
Mods are folders the server is pointed at, and they fall into two groups: content the connecting clients load as well, and server-side folders that never reach the clients, such as admin tools.
Players arrive through the Arma 3 Launcher. Its JOIN button opens a dialog listing the server's required mods: one option loads the mods it recognises and subscribes the player to any they are missing; the other connects with their current selection untouched.
Two documented catches: a mod with no Steam Workshop identifier may not be matched automatically, and with signature verification on, anyone carrying addons the server's keys do not cover is refused entry.
