Iron Gate's FAQ states that servers are capped at 10 players, and describes Valheim as a co-op game meant to be played with a couple of friends rather than an MMO.
The Thunderstore listing for the MaxPlayerCount mod refers to the same vanilla maximum of 10 and describes raising it through a configuration file; that mod's page states that it only needs to be installed on the server. Iron Gate's FAQ also states that the studio does not officially support mods, so a raised cap is a community solution rather than a supported feature.
