The dedicated server is its own Steam application, separate from the DayZ game itself, so what the host installs and keeps updated is the server build rather than your copy of the game.
DayZ mods are Steam Workshop content, and they are enabled at the file level. The mod's folder has to exist in the server root, the keys that ship with it have to end up in the server's own keys/ directory, and the mod has to be named on the server's startup command line. A plan is mod-capable when it gives you those two things: file access to the server root and control over the startup parameters.
Both client-facing mods and server-side-only mods are covered, using a different startup switch for each, and signature checking of mod content is controlled by the verifySignatures setting in the server config.
Worth checking before you commit: how restarts are handled. Bohemia recommends the graceful shutdown method rather than stopping the process outright, to avoid negative side effects on player characters and on server storage saving. The shutdown is scheduled from a file inside the mission folder and can warn players in-game on a countdown before it happens.
In practice that means you want write access to the mission folder and control over when the server stops, rather than a fixed restart schedule you cannot adjust.
