Unturned's connection cap is the MaxPlayers setting, which the official wiki lists with a default of 8, a minimum of 1 and a maximum of 200. Queue_Size (minimum 0, maximum 64) sets how many queued connections the server holds.
Smartly Dressed Games documents a -HostPlayerLimit= launch option that clamps the maximum number of players to a set value, and notes that it is useful for hosting providers. Latency has a ceiling too: Max_Ping_Milliseconds defaults to 750, and the Timeout command, which kicks a client whose ping exceeds a maximum threshold, carries the same default.
Unturned's gameplay config caps how many vehicles and animals may exist at once, and the cap is keyed to the map's size class — the official wiki lists identical values on Easy, Normal and Hard:

Of the official survival maps, PEI, Washington and Yukon are Medium, while Russia and Germany are Large. Among the curated survival maps, Arid and France are Large, and Elver is Medium.
The developer's performance article notes that large maps "often have significantly more entities than other maps", which it says can meaningfully affect performance even when zombies are outside areas with player activity. A Large map therefore starts from a higher baseline workload than a Medium one.
The server application is its own Steam app — Unturned Dedicated Server, App ID 1110390 — and the documented install signs in with login anonymous, so it needs no Steam account.
Public listing is where an account comes in. Smartly Dressed Games states that servers without a Game Server Login Token are treated as anonymous and hidden from the Internet server list. Tokens are created on Steam's game server account page against Unturned's App ID 304930, and Valve's stated conditions are that the account owns the game, is not limited, is not community banned or locked, and has a qualifying registered phone.
As for platforms, the developer states that there is no universal cross-play between consoles in different families, and none between console platforms and the PC (Steam) version. Cross-generation play does work within a family: Xbox One with Xbox Series X|S, PlayStation 4 with PlayStation 5.
