Capacity comes from MaxConnectedUsers in ServerHostSettings.json. Stunlock's official server instructions use 40 as the example value and state that the maximum technically supported is 128.
Two more keys take slots away from your public queue:
MaxConnectedAdmins — how many admins can still connect once the server is full.SafeReconnectSlots with SafeReconnectTime — a set number of slots held open for a set number of seconds, so a player who has just dropped can get back in before someone else takes the space.Simulation rate is set separately from headcount: ServerFps sets the server's target framerate, while LowerFPSWhenEmpty and LowerFPSWhenEmptyValue let it idle lower when nobody is online.
The server software is not a second purchase. It is a separate Steam application, AppID 1829350, listed in the Tools section of your Steam library, and Stunlock describes it as freely available to everyone.
Stunlock's own download script authenticates with +login anonymous, so fetching the files needs no Steam account credentials.
One constraint to know up front: Stunlock's instructions state that only a Windows version of the server is currently available.
Confirm which edition your group plays. Stunlock maintains two current dedicated-server instruction sets in parallel — one for the PC version, the other for what it calls the PlayStation 5 version of V Rising — and each points at a different download branch of the same Steam tool. The repository holds separate instructions for six versions in total.
Mods are a community layer, not a supplied feature. Stunlock's position, as quoted by the community mod wiki, is that it does not disallow modding but offers no official framework for it. Two consequences matter when you size a modded server. Client-side mods have to be installed by every player who wants them, while server-side mods live on the server alone. Because mods are built against a game version, a major update or hotfix can leave a mod waiting for its author to publish a compatibility update.
