The dedicated server is its own Steam application — Facepunch documents it as app 4020 — and it downloads through SteamCMD with an anonymous login, so running one does not tie up a copy of the game on a personal Steam account.
It does need a Game Server Login Token. The wiki says a token verifies game ownership, ensures clients can still connect after the server's IP changes, and helps prevent fake servers. Since the May 2020 update it calls the setting mandatory for all Garry's Mod servers and warns that servers without one suffer a severe penalty in server list ranking.

The “App ID of the base game” field takes 4000 — the base game, not the 4020 server application.Steam lists Garry's Mod for Windows, macOS and SteamOS + Linux, and Cross-Platform Multiplayer appears among the features on its store page alongside Online PvP, LAN PvP, Online Co-op and LAN Co-op.
Steam's stated client requirements are a 2 GHz processor, 4 GB of RAM and 10 GB of storage as a minimum, and a 2.5 GHz processor, 8 GB of RAM and 25 GB of storage as recommended. Those figures describe each player's own machine, not the server.
For the server itself, the Garry's Mod wiki documents Windows and Linux builds and states that macOS dedicated servers are no longer shipped.
Two things scale server load beyond the slot count.
Simulation rate. The target tick rate is set with the -tickrate startup parameter and decides how many simulation steps run each second; raising it adds work for every connected player.
Physics allowance. Sandbox play is bounded by spawn limits as well as by slots. A widely used reference configuration ships sbox_maxprops 100 and sbox_maxragdolls 50; loosening those is what turns a quiet build server into a physics-heavy one.
Worth checking with any host: Facepunch publishes the x86-64 build on its own SteamCMD branch rather than on public, so if you plan to run that build, confirm you can switch branches yourself.
